Local meeting primer: Three Rivers City Commission

The Three Rivers City Commission will meet on Tuesday evening at 6 p.m. in City Hall to consider the demolition of 318 South Main St., finalize the transfer of a box hangar lease at the city airport, and amend its early voting site agreement with St. Joseph County.

City staff are recommending awarding the demolition contract for 318 S. Main St. to Handy Excavating from Quincy, Michigan, the lowest bidder, at $17,000. The project was previously budgeted, and staff recommend approving the contract with a 10% contingency, bringing the total authorized amount to $18,700.

According to the staff report, the demolition aligns with the city’s master plan goals related to housing and blight reduction.

Commissioners will also consider approving the transfer of the ground lease for box hangar unit No. 1016 at the Three Rivers Dr. Haines Municipal Airport from Hov-Aire Inc. to Three Rivers Aero. The commission previously approved the sale of the hangar in December. A revised ground lease has been drafted and will come before the commission for approval.

The staff report notes there is no financial impact to the city at this time. If approved, the airport manager will be authorized to sign the ground lease transfer application on behalf of the city.

Commissioners will also consider amending the city’s early voting site agreement with St. Joseph County.

The amendment replaces the budget and cost-sharing section of the original 2023 agreement and clarifies that the county will coordinate and host early in-person voting for statewide and federal elections. Under the revised agreement, participating municipalities will share costs equally.

The city’s annual contribution would be $3,626 for each of the next two years, totaling $7,252 over the life of the agreement. Payments would be made quarterly at $906 per invoice.

The amendment also reflects revised early voting hours, increasing the total from 72 hours to 87 hours over the required nine-day early voting period.

Residents may comment on agenda items in person as they are taken up during the meeting. Public comment on items not listed on the agenda is scheduled earlier in the meeting, before the commission begins new business.
