Meeting primer: Three Rivers Commission to be sworn-in before double meeting

During the organizational meeting, the newly sworn-in Three Rivers City Commission will elect a mayor pro tem, who serves in the mayor’s absence. The commission will also review parliamentary procedure, approve commission and administrative guidelines, set the 2026 meeting schedule, and approve the 2026 holiday schedule for full-time, non-union staff.

On Thursday, November 13, the Three Rivers City Commission will hold its yearly organizational meeting followed by its regular business meeting. Both meetings will take place after the swearing-in of new and returning members of the commission. New members include Angel Johnston, who will be sworn in as mayor, and Anthony Stanfill, who will be sworn in as Third District commissioner. Incumbents Torrey Brown and Pat Dane will also be sworn in for new terms.

The organizational meeting, held once a year, will take place immediately following the swearing-in ceremony. It will be the first time this group of commissioners meets to call the body to order and make decisions on city business.

After completing those housekeeping items, the commission will adjourn the organizational session, and incoming Mayor Angel Johnston will open her first business meeting.

Agenda items include scheduling the final public hearing on the newly built Three Rivers amphitheater, setting a public hearing for a PFOS Sewer Use Ordinance amendment, and approving a $32,523 purchase order to John Boettcher Sewer and Excavating (JBSE) for the Millard Court sanitary sewer extension. The amphitheater hearing will allow residents to comment on the project’s completion as part of the city’s Community Development Block Grant closeout. The PFOS ordinance amendment would set new local limits on certain industrial pollutants entering the wastewater system. The Millard Court project will extend a sanitary sewer main along the street’s east leg, a budgeted improvement expected to support future development.

After those discussions and the consent agenda, the meeting will close with commissioner comments, giving the newly seated Three Rivers City Commission members their first opportunity to address constituents since election results were certified.
