Local meeting primer: Three Rivers City Commission

The Three Rivers City Commission will meet this Tuesday, October 6 at 6 p.m. for a regular business meeting. Commissioners will work through a four item agenda at their first meeting since September 15. On the agenda is sidewalk replacement funding totaling $100K, airport runway obstruction removal for $1,300, a $77,500 purchase to replace and paint the chlorine hoist, and $12,667 for a change to aluminum doors at the Wellfield generator project.

Commissioners will also continue their process of purchasing and installing livestreaming equipment.

The Three Rivers City Commission will meet this Tuesday, October 6 at 6 p.m. for a regular business meeting. Commissioners will work through a four item agenda at their first meeting since September 15. On the agenda is sidewalk replacement funding totaling $100K, airport runway obstruction removal for $1,300, a $77,500 purchase to replace and paint the chlorine hoist, and $12,667 for a change to aluminum doors at the Wellfield generator project.

Commissioners will also continue their process of purchasing and installing livestreaming equipment.

Livestreaming

Commissioners will consider their second batch of livestreaming equipment options. City staff previously provided a recommendation to the commission during their September 1 meeting. Commissioners unanimously voted down the proposed Meeting Owl 5 Pro Camera and other equipment for $5,000 and asked Finance Director Bobbi Schoon to return with different options after consulting with AV experts.

Schoon returned with 3 options ranging from $2,899 to $3,607 which will be considered by commissioners at Tuesday’s meeting. Staff is recommending commissioners “Review all proposals.”

Sidewalk funds

The sidewalk purchase order had previously been open with a list of projects to charge to the purchase order, the agenda packet states. However, since June, the purchase order was inadvertently closed so now staff is requesting a change order to the Fiscal Year 2027 purchase order in the amount of $80,000 to replace the FY 26 purchase order. Staff are also requesting an additional $20,000 to cover the remaining sidewalk replacements. 

The $80K is being rolled over from FY26 while the additional $20K is expected to come from the municipal streets fund balance.

Runway obstruction

The city has been working with MDOT on an obstruction removal project at the east end of runway 9-27 at the airport. Staff is ready to enter the design phase for a portion of the removals in which the city will have a 2.5% or $1,300 responsibility of the cost. The project was budgeted for in FY27 so funding is adequate.

Chlorine hoist replacement

Commissioners are being asked to consider approving a bid for the chlorine hoist replacement from L.D. Dosca Associates Inc. 

“The current chlorine hoist and beam have significant wear,” the agenda packet states. Staff is requesting $77,500 be transferred from the sewer fund balance to pay for replacing the hoist and painting the beam. The hoist is how operators receive the chlorine cylinders from suppliers, the packet states. 

Commissioners will vote on whether to accept the bid and transfer the funds.

Aluminum doors

The last item on the agenda is a change order request for $12,667 to change the type of door being installed as part of the Wellfield Generator project. The city is also working with L.D. Dosca on this project. 

The original bid included hollow steel doors instead of the aluminum doors now being requested. Commissioners will consider the change order through the fund balance.
